Maurice - Some of the European governments would sell their grandmothers and indirectly trade with all sorts of really unpleasant countries and organizations but I don't think that they could steal the Q's IPR since such issues are covered by the GATT and the WTO and various inter-country trade protocols. If they could get away with it in the dark or under a rock where the light of day is excluded then they would but these issues would get challenged in court and they don't like that because it would be in public.
