People are waiting for direction, like me, before doing anything. Some want to exit at a higher price, the rest want to enter lower. Look at the 30 minute chart of DELL. iqc.com There has been declining volume during this drop all day. Normally this would be bullish for a reversal but since the indexes are still surging downward, everyone is on hold. Most other issues I have been looking at are doing the same. We could have a good bounce this afternoon IF an all clear signal of some sort were given. Personally, I wouldn't trust one right now though.
