i got that off the bloomberg machine... trying to figure out why vip was tanking so bad... I bailed at a little under 27... bear stearns analyst tried to put a positive spin on the limitation... "they want to demonstrate their will to defend the currency",,, "big fear is that banks, as they meet foriegn debt liabilities, will convert their rubes to dollars. That would be endgame for the currency." question remains as to whether the rule will apply to non-russian banks in the system.. Agence-France Presse reported the currency limitation.. theres another article... but i think you get the picture... vip at 24.75, it fell like a rock when that story hit the wire.
