Actually, the study isn't concerned with safety so much as it seeks to determine whether use of flumist will diminish impact of flu in general community where flumist is used by elderly and children. The idea is that if children don't get the flu so often, the disease is a lot less likely to spread to general population. The trials have presumably established the excellent safety profile of the vaccine already.
