but the "Submit Response" button doesn't appear This is an artifact of the option to post in straight (non-proportional) text format. The "Submit" button is under the right-hand corner of the message composition box, which is very wide under the text format. If you use the L-R scroll bar on your browser screen, and scroll to the right until you see the right hand margin of the message composition box, you will find the Submit button directly below. Fooled me for the first few times, too.
