Call me a novice, but if the 'quiet period' rules don't apply to
most of the analysts (eg, those except at AB and their
co-underwriters) why do the analysts wait 30 days before making their
recommendations ?

INKT spiked 30 days after IPO when all the strong buy recommendations
went out.
