Actually, how do you tell them apart when you think about it? You are quite right that private sector corruption is very high. But then there are virtually no prohibitions on public officials insofar as business ownership and dealings and there are certainly no disclosure laws that I know of. These guys all are cut from the same cloth IMO. They are also caught up in their own wicked webs. What a shame that most of them will continue to eat well.
