A MM (market maker) are the companies that buy and sell stock to your broker. They make the market. There are probably 6 or so MM's on this stock and they each have a bid and an ask price posted. Whichever one is highest on the bid and the lowest on the ask is setting the action.
The MM do not want to pay any more than is necessary when they buy stock and are adverse to buying stock for more and then selling it for less. They are trying not to give us 1/10 of a cent more than necessary. So they go fishing to see how they can buy for less.
I personally give a stock like this + or - .005 room to wiggle in before I call it up or down. I guess the MM start off each day saying; well, how little do I have to pay you for shares today, should you want to sell them?
