Wasn't commenting on whether they should in fact be supporting the export sector. Only that, as pressures in different areas of the economy and society mount, their continuing efforts to do so will be pointed to, or recognized, for something other than what they are. This, then, could be one aspect in the political desire to devalue.

By "no way to run a country" I meant the prevalent cronyism in a communist system that has people so sensitized they may overreact. Adding to what might heap coal on that fire is the recent call to temporarily back away from some of the corruption busting, just to keep some of the bad cogs in a machine that at this point is viewed as being better than no machine at all.
