OT - The Russians don't suffer from inefficient tax collection ( IMF opinion to the contrary ). The problem is their tax laws are so horrifically complicated, outrageously unfair, and with rates so stupendously high that no one could comply with them if they wanted to. They make our 3 story stack of tax laws look like the rules to "Candy Land" by comparison.

Lesson 1: people won't obey laws they think are unreasonable.

Lesson 2: Tax laws should be simple, fair and designed with the objective of raising money not to affect people's behavior.
