There are all degrees of laws and the severity of breaking them. Denying an affair in a civil suit that was thrown out of court for lack of merit is breaking the law; like speeding or jaywalking relative to Richard Nixon. You don't impeach someone of little things. The majority of Americans agree with this or we would have already had this President impeached by now. This is a political issue and the majority of Americans don't agree that this "law-breaking" is serious. The people in this kind of thing ARE the jury. Law is subject to jury in this country.
