Sam, I agree. I can't imagine that the Russians have ever believed in their economic future. They've been a basket case for hundreds of years. The closest they have come to a "healthy" economy was the slave labor/terror driven natural resources extraction economy before and after WWII. Even then, the standard of living was atrocious. Maybe they can again have a fair natural resources economy, but I can't see any connection there with high tech industries. They deserve to be watched mostly because of their size and their long term record of aggression. Bill
