...it is always a good idea to move your funds depending on the way market is moving. For example, semiconductors have been lack lustre for about a year, so one should pull out for now and jump back when they start to move again.

Whoa there! That is what is known as "market timing"!

I already said (and I repeat) "I happen to think that one cannot time the market. At least not consistently enough to beat the long-term asset-allocating buying-and-holding investor."
