They have all these shareholders practically begging them to take their money. The regulatory fines aren't that much. Do you ever read the SEC enforcement site ? Swindlers take people for millions of dollars and get a slap on the wrist, half the time they plead that they are unable to pay and their fines are waived. Stock fraud is lucrative that's why there is so much of it. . Charles Hutto of SEXI profited to the tune of $12,000,000 as I recall and he spent 6 mos in prison.. shareholders never saw a dime.
