Y'know, I once bought a stock in that situation at just under $9; symbol GTAX. There wasn't even as significant a short position on it as there is on ACRT. GTAX went to an intraday high of 24 7/8 in just over 3 mos. I didn't hold to the top but it was a nice trade. You should have seen the warrants on that one. ACRT doesn't have warrants though. Pity.

There are rare occasions when the SEC imposes a rule on a stock (usually a small-cap) that prevents new short positions from being established in an effort to re-establish a level playing field. I referenced the rule # on the GTAX thread. It's known as SEC Rule UPC-71. I'll ask around and find out if this rule has been imposed on ACRT. Now I suppose pink can howl about how the SEC is a bunch of crims but somehow I don't think that will do much good.
