It just says that the market is having a hard time crashing in the last few days. I think a few more are needed till another large downward movement COULD (but doesn't have to) occur.

If you look at the Chase Manhattan chart it has been in very rapid decline during the last few days. It tends to move very nicely with the market but sometimes preceding it slightly.
