08/12/98 - Germany Bans Cars During Smog Emergency

Bonn, Germany - High smog levels in Germany today drove four states
there to ban driving for 24 hours, reports Reuters. The driving ban was
imposed in Baden-Wuerttemberg, Rhineland-Palatinate, Saar and Hesse
in accordance with a European Union directive because the air in many
areas contained dangerous levels of ozone, a poisonous gas produced by
vehicle exhaust. However, the car ban reportedly proved ineffective
because so many motorists were exempt. Commuters, vacation travelers,
vehicles with catalytic converters and public-transit vehicles are among
those not required to remain off the roads. In one area near the Mosel
river, concentrations of ozone measured 24 micrograms per cubic meter, a
level the EU considers a dangerous health risk.
