<My real point is that there is a pre-existing infrastructure with cable, reaching 90% of homes. Fiber into homes is a long, long way off. >

But Fiber to the home for the most part would be serious overkill
I realize there are a lot of internet data folks out there who want this huge pipe at the house and all. But still the majority of all homes really only have a small amount of analog phone traffic and maybe a bit of cable TV into their home.

What I see is the hybrid fiber and coax systems, where there is fiber to the curb and coax to the houses. There are many local folks (including some CATV folks) who are using this method of providing service.
The Coax has a large enough bandwidth to meet the needs of several phone lines, CATV, and a really peppy internet connection. And the fiber has enough bandwidth to meet the demands of all them smaller coax connections.
The cost of fiber to the house isn't in the fiber but in the expensive box used to convert every thing. CATV folks want you to buy the set top box to do this. Us phone folks want to put it on the outside of your house so we can control it. Either way the consumer must pay for the device, upfront or overtime. And studies seem to be saying that for the most part consumers ain't ready for that big ol' bill yet.
