PII chips used in laptops don't run nearly as hot as the desktop PIIs. Intel managed to cut the power usage by dropping the internal voltage down to 1.7 and using a 0.25 micron process. Still PowerPC is more energy efficient even at higher MHz.

Our new 366MHz PowerPC 750 typically draws just 5 Watts.
266MHz "mobile PentiumII" which is much slower draws 7.8 Watts.
333MHz Pentium II under 0.25 micron process draws 23+ Watts
300MHz Pentium II under 0.35 micron process draws 40+ Watts.
