Baseball records---the rarity of some of them.

Which single season record has proven to be the most difficult to break since 1950, as measured as a % of shortfall of the closest competitor since the record was set? (Let's ignore the issue of 154 vs 162 games)

Example: Maris hit 61HR in 1961. Closest since then was McGwire last year with 58HR. That is 4.9% short (61-58)/61 x 100% = 4.9%
Clearly, this is not the one.

Originally I had this as any 2nd place. But the problem is that when the record was set, it may have just surpassed the record, so I modified it to reflect performance since 1950.
Anyone have a candidate?
