Hi Donnie:
The bears seem to have cast down their weapons and are in full flight for the forest.
My guess as to why the foreign markets were down and the US up is that they are terrified of a possible change in US government
which would threaten the IMF bailouts and what little is left of their bank stability.
If Mr C. can get thru this without having to abdicate the throne
it should help all markets.
