The issue with sex between manager and subordinate in the office is not only restricted to how it affects the two principals' job performance but the job performance of the other employees in the office. Job performance pertains the performance of their duties, their expectation of fair treatment and evaluation on the job, the cooperation among persons in the office, and so on. All of these may be detrimentally affected by such behavior as Clinton-Lewinsky. And this is not restricted to military. Such rules and regulations are found in government worksites and in the private firms. One need only go back to the case of William Agee, who was CEO of Bendix, and his affair with his protoge', whose name escapes me. This caused quite a stir and out they went. Agee also may have been married at the time. At least, they didn't do it in the office building insofar as I recall.

The problem with his lie in the deposition is that at that time no one knew that the court case would be dismissed. When one is under oath, one is liable for purjury regardless of the outcome of the court case. There was a congressman prosecuted for such a purjury incident.
