Bill, RE: they buy them back because they cannot think what better to do with them Wrong, you pay a large dividend when you can't think what better to do with the stockholders money. So far Intel stock has had a better ROI than just about anything I can think of to do with cash, other than CSCO and MSFT. As or fab construction, not sure but I believe it's mostly a cash deal - I guess you or I could dig out the Annual report if you where really interested in an answer.
