Have you ever read Barbara Tuchman's "The March of Folly"? Fascinating inquiry into "the conscious pursuit of policies contrary to self-interest".

All I can say is that if this is Clinton's greatest folly, it is pretty minor in comparison with some we've seen. Recent Presidents have done far stupider and far costlier things with little or no criticism.

Perhaps lying about your sex life is easier to understand, say, then shoving several billion dollars down the throat of a third world dictator under the deluded pretense of fighting communism. It's a lot less expensive, though.
