Just ran into this bit of news,though it was mentioned during the annual meeting no details were given on the South America plant.

Dell Computer to Build Assembly Plant in Brazil, WSJ Reports
Round Rock, Texas, Aug. 18 (Bloomberg) -- Dell Computer Corp. signed an agreement to build an assembly plant in Brazil, in a bid
to boost its share of the Latin American personal computer market, the Wall Street Journal reported, citing an official familiar with
the negotiations. Under the agreement with the Brazilian state of Rio Grande do Sul, Dell will build an assembly plant there to serve
as a center for sales in South America's southern regions, including Argentina and Chile. While a Dell spokesman declined to
comment on its plans, at the company's annual meeting last month, Vice Chairman Morton Topfer said Dell intended to open a plant
in Brazil next year and spoke of Latin America as key to its international expansion, the paper said.
Unlike many other computer manufacturers, Dell builds PCs only when customers place orders. (WSJ 8/18 A14 www.wsj.com)
