Drag and Drop was actually invented in Ireland around 1742. A man would enter a pub and sit at the bar. A rich flavored ale would be placed in front of him. He would reach out, drag it across the bar and drop some into his mouth. After several of these delicious pints the imbiber would have a tendency to splash some onto his shirt. Hence the invention of the splash screen. The first ones were dull and utilitarian, but later version were intricately carved and would collect the ale back into the properly placed glass. Yes it needed to be placed on the Start spot.
