No, this is not a "legal process." This is a political process. Starr will have to do Congress's bidding, and Congress wants the damn report before the fall elections. With Gingrich and other pols seeking the report in 4-5 weeks, I'd say Starr has only a 2-3 week window to get the Prez to testify again (presuming of course that not even a hurricane can get the Prez off Martha's Vineyard over the next two week.). That leaves virtually no time to get his testimony because any kind of protest by the Prez will side-track the process another 2 months, IMO. Also, there are some serious faulty premises you're operating under. Starr is on shaky legal ground even subpoenaing the President. It is very murky whether the President is subject to the subpoena and contempt power of the federal court. Many experts believe that only Congress has subpoena power over the President. Notice that Starr was very quick to withdraw the subpoena in the first go-round because he realized he might be drawn into a vicious constituional crisis if he insisted on having the Prez appear under a subpoena. But even assuming that Starr could subpoena the Prez, as I said before, he can plead the 5th and that completely immunizes him from contempt. If that flies, politically, which I think it does, Starr has no choice but to file his report based on only what he has so far. He's boxed in.
