Steven, I would have to disagree with you on balance, however, I believe you are right with regard to a few countries. The Phillipines immediately comes to mind.

As far as the collapse of the Soviet Empire...I believe two events came together which caused that country to finally end it's tyranny against it's citizens. 1. The explosion of the Telecommunications industry and 2. the realization that the U.S. had the will, the economic power, and the leadership to match sword for sword the Communists. The stationing of our Nuclear Missiles in West Germany and Reagans unwillingness to compromise on Star Wars, while simultaneously building up our defenses, sent a very strong signal, that the United States did not intend to lose the cold war.

Communism requires a certain amount of ignorance of it's citizenry to maintain it's grip on power. With the explosion of information technology it was only a matter of time, before it's citizens found out what life was like everywhere else and demand change. Gorbachov saw the writing on the wall. Information could no longer be controlled like it had for a hundred years. So he tested the waters and cracked the faucet open, only to find the valve stuck on full flood.
