You're right to some extent. There is a huge incentive for a plaintiffs' law firm to be out in front of a shareholder suit because the more plaintiffs they've signed up and the more active they are on it, the more the lawyers can claim as their share of attorneys fees. That's why you see almost instantaneous filings of lawsuits after obvious stock disasters. So the fact that there are not any suits (if true) is an indicator that there's not too much interest in TLAB-CIEN's problems from a litigation perspective. (This shouldn't be too much of a surprise though because this is not much different from any garden-variety earnings warning by a company; there's nothing there to sue about). From a long term perspective though, I don't this tells you anything about where the stock is going or whether this will be a sustained drop or a short term blip.
