With all due respect, wouldn't a private discussion with the CEO on matters such as new large orders border on impropriety?

Don't be so gentle -- no respect is due. The polite term that the SEC uses is "selective disclosure" and, if proven, is an actionable offense... And lends extensive credibility to Bill Wexlar's contentions.
