Didn't IBM approach DR for an operating system

I believe that Gates sent IBM to DR after they approached him first. I recall from a series (PBS?) about the early days of personal computing that IBM preferred to deal with one vendor for both the OS and the BASIC interpreter so they gave Gates first crack at the OS and came back to him after DR refused. The series said it was due to Kildall not wanting to deal with all the non-competitive and secrecy agreements IBM required but maybe that's just the polite story.

Being in high school when this stuff was going on my first-hand knowledge of the Early Days is somewhat hazy.
