My understanding is that its is not true. Once the prosecutor is set off into motion his supervisor is the 3-judge panel (currently occupied by Jesse Helms cronies). Reno can increase the scope of Starr's investigation, but cannot curtail it or limit it. Under the prior law, under which President Nixon was investigated, the Atty General's office could, and did, fire the special prosecutor (which spurred the resignation of the Atty General and his Deputy as a protest).
