I've got some more info from the annual meeting. I got a packet in the mail today that was sent out to annual meeting attendees, and the material that was presented in the slide shows is reproduced in a spiral-bound booklet for handy reference.

Here's more on the govt. contracts:

JSI is completing initial phases of a multi-year program in the Government services area. The total contract value is still being negotiated, however:

This is a multiple phase, multi-year program with a proposed value for JSI of over $10 million for initial phases. Program activities include:

1. Semiconductor design/library transfer
2. Technology licensing
3. Facility construction
4. Process development
5. Staffing and maintenance

This puts JSI on a path for a series of potential contracts from the same customer, which are all multi-year, multimillion dollar programs.
