He said he had a relationship with Ms. Lewinsky that was not appropriate. Notice there is no mention of an affair or sex. A relationship could be a friendship, flirting, exchanging gifts, a lot of things short of sex. I'm sure he admitted to sex during the questioning, but not during his speech.

He also took complete responsibility for his critical lapse of judgement. What the heck does that mean? He never talked about making things right. He went right from there into blasting Starr.
