Andrew: Excellent newsletter today. Especially liked your book to bill analysis.

I have been reading about the DRAM production adjustments over the past few months and cannot help but think that what we might have here is a chip cartel that looks and acts like OPEC. It seems like at this time everyone has an interest in firming to rising DRAM prices, but at some point someone will turn on the production lines because they need the cash and the market is presenting them with some profit opportunity for turning the lines on again.

Do you think we will see a capital spending blip as chip making companies are faced with a capital budget use-it-or-lose-it situation as the year starts to wind down or don't chip makers work their budgets this way?
