I'm not sure I'd use the term freeloaders (although it's an accurate description - I just don't want to piss all those people off - that's probably a large portion of America), but your worries are why I favor a national sales tax. It's much harder to hide from, and seems to be more fair. It also encourages savings and investment, and makes you think about how much government costs every time you make a purchase.
