It's flawed to have a high federal tax and a high exemption. The tax falls mainly on those people who are in high-income high-cost areas such as the two coasts and the major cities. The vast number of people in the smaller populated areas and in the middle of the country would pay little or no tax. Also, having a large exemption retains the current posture of pitting one group of people who pay no tax and are on the receive govt benefits against others who pay the tax to support them.
