Starr's report to the House Judicial Committee will only cover the Jones deposition issue, that's true. Starr also has to deliver a final report to the oversight panel of 3 judges. This may make it to the House Judicial Committee and the 3-judge panel next year. This final report is reputed to be 400 or 500 pages.
