My take on that is that the evidence for impeachment is so compelling that he doesn't need Whitewater and would prefer to let Arkansas handle that as a criminal matter -- I don't think he has any interest in putting Bill behind bars. But, given that Tucker has been removed, my guess is that the State might have a very big interest in going after Bill and Hill.
