SLS UNIDIM ballast to be mandated by law?

Everyone seems to have overlooked an important point discussed in the Slager Research report:

"The UNIDIM ballast line meets the requirements of new energy conservation codes that are being enacted. Currently the newly proposed American National Standard, Energy Standards for Buildings except Low-rise Residential Building (BSR/ASHRAE/IESNA 90.1-1989R) is under final draft review. When it is issued it will become part of the US Energy Policy Act and will be adopted into many State building codes. The proposed Act requires that all daylighted areas of 250 ft.2 shall be equipped with a control device capable of reducing light output by at least 50%."

I assume that "control device" is a photo sensor, or "ambient light system" that the Security Square Mall is going to use along with SLS's products. (see hotstocknews.com.

As far as I have heard, only the SLS ballasts is capable of this type of installation because of its CONTINUOUSLY dimmable capabilities--as opposed to a ballast that can only dim in stages, like 50%, 75%, etc.

Could this legislation force the use of SLS's ballasts? (at least in areas over 250 sq feet, which isn't very big).
