Doug, The ball game appears to be changing even in deep water. RIG had a customer let a long term lease expire rather than renew. That might indicate that the current thinking on the e&p side is there will be rigs if and when they are needed, consequently the time lag you are talking about might be a bit shorter than it was a little as three months ago.
