Preface: Those who may remember earlier issues of Dr. Doom, will recall that Dr. Doom strongly warned of the rising pro-Arab/anti-American sentiment spreading throughout the world. Dr. Doom cautioned global travelers of a summer "surprise" against Americans. August may be forgotten as one of the bloodiest months of 1998, but not to those whose family members were recklessly murdered. You may wish to read the new thriller, Day of Wrath, authored by Larry Bond, a former naval intelligence officer (who also collaborated with Tom Clancy in Red Storm Rising), to discover interesting comparisons between the "paymaster" and Osama bin Laden.
AND NOW, THE SALES JOB
Poor Sandy Berger and Madeline Albright, they must feel like janitors sweeping up elephant dung at the circus, after the crowds have left. The late afternoon news conference, following President Clinton's clarification of the missile strike against Thursday's terrorist facilities, resounded like any hostile Annual General Meeting for a disastrous stock promotion and probably shared similarities with such a meeting.
According to the latest CNN Internet poll (you can vote by visiting www.cnn.com), of nearly 50,000 votes tallied, 47% believed that Thursday's missile attack was not a strike at terrorism, but a way to distract us from the Lewinsky scandal. What you may have thought a kooky notion, that the timing of this bombing attack is questionable, may not be so silly after all.
It would appear that the greater the effort expended to persuade the frenzied pack of reporters, the more likely there was some uncertainty over the timing, and possibly, the legitimacy of this military action. The parading of Republican politicians before the television cameras to sway any dubious souls, that this was, again say it all together now: NOT related to the Monica Lewinsky scandal. Perhaps Senator McCain's remarks were most telling: "I hope and pray that the American people will support the President in this action." No kidding!
Yes, the senators all agree that they would have liked to been briefed, but, in fact, this customary formality, was jettisoned. It bothers some politicians a great deal that Clinton proceeded without first notifying key leaders in Congress. We'll hear more about that later, after Judge Starr presents his report to Congress. That the White House usurped congressional powers will not go unnoticed after the shock and fanfare of the surprise attack dies down. The House and Senate have not forgotten that "acts of war" are a constitutional authority granted to Congress. Emergency? What emergency? All members of the House and Senate Intelligence Committees had been studying Osama bin Laden for over a year. A New York Grand Jury had secretly indicted Mr. bin Laden for allegedly financing the World Trade Center bombing. As mentioned in the preface to this article, you will find numerous comparisons to the character in the latest Larry Bond novel and this Arab terrorist.
All details of Thursday's attack were kept secret, hours after the operation was concluded. That it was an abysmal failure should open your eyes. The objective of this assault was to destroy the alleged fanatic, Osama bin Laden. He survived the bombing. No doubt Pentagon warmongers will cheer that the list of a few more dead Arabs grows longer. Forgotten is specific US law that prohibits the assassination of a foreign national, terrorist or not, which, like other laws, the Clinton White House seems to find wiggle room.
Follow the media spin and swallow the falsehood that this was not an attempt to murder the head of a terrorist network. What was this then? A US fleet that unilaterally launches cruise missiles into two foreign and sovereign nations is generally considered to be an act of war. That requires congressional approval, before the attack, not as an afterthought.
The irony of today's bombing was that US intelligence has known the location of these terrorist camps for months. No action was taken until the coincidental day that Lewinsky was said to angrily testify before Judge Starr's Grand Jury. Early rumors have been spread that FBI intelligence in planning these bombings was lacking and that the ENTIRE basis of Thursday's strike, reportedly stemmed from CIA signal intercepts, i.e. phone taps via satellite. How reliable is the CIA, an agency that had been widely criticized in failing to predict India's first nuclear test?
President Clinton is getting no peace, from the press, over the Lewinsky scandal. The media is clearly on mistrust-mode when it comes to any words emanating from Clinton. Rationalizing his decision to bomb two foreign countries, Clinton announced that "no US lives were expendable." Thursday's attack was as terrorist, in nature, as any bombing against US civilians. Memory of this assault will be resurrected, time and again, throughout the Arab world. Irresponsibly, President Clinton has jeopardized more American lives with this decision, than any fanatical terrorist group promised to provide. It is this concern that led the US media bluntly interrogate Secretary Albright and Mr. Berger.
The Sudanese Ambassador the United Nations, Mahdi Ibrahim Mohamed, furiously condemned the US government action against his nation. He denied the chemical facility was used to produce nerve gas and openly invited the United Nations to inspect this plant. In fact, the Sudan government had earlier solicited the US government to visit Sudan and inspect suspected "terrorist" facilities. It is expected that other countries will prepare delegations to visit this facility and others in the Sudan.
So cynical was the initial Internet response against this military action, the Pentagon sent representatives into the Internet chat rooms to convince doubters that this was an appropriate, responsible and legitimate attack. As the story unfolds, the spotty number of crude shacks and other dwellings evolved into a terrorist complex. Later, this became "one of the largest terrorist camps in the world." Then, these ten or twenty buildings became a "University for Terrorists," with as many as 600 "potential" terrorists SLEEPING.
The irrationality in the timing of Clinton's decision to bomb on Thursday must be contrasted against strife in other places, at other times. Why not bomb Kosovo or track down the hideous Serbian dictator and have him off'ed? Perhaps, a war on the borders of Albania might strike to close to home to that now-famous movie!
Wag-the-Dog syndrome? Absolutely. Thursday's bombing overshadowed that "other" news headliner, the Lewinsky scandal. It was reported that Monica's testimony, Thursday, contradicted President Clinton's testimony on Monday. That she disclosed vivid details of their sexual encounters, now explicitly describing the kinkiness of their trysts, sent the President to the panic button. As we reported in Thursday morning's Dr. Doom column, the Washington Post had plastered across their front page that Ms. Lewinsky was disappointed and would angrily spill details challenging Clinton's testimony, thereby trashing what little dignity remained in the President's non-apology apology, the other night. The go-ahead to bomb Afghanistan and Sudan came a few hours later.
It is a reminder, again, that Slick Willie is the president and none of the rest of us are. "Wag the Dog" illustrated for us, if nothing else, that the best way to distract an entire country from a sex scandal is to wage a war, fictitious or otherwise. This is nothing new for a US president. When Richard Nixon saw the writing on the wall, as his presidency drew to an end, he used his authority, as Commander-in-Chief, place the United States Air Force on DefCon 3, during the Arab-Israeli War.
We now find a new variation to an old script: Start a war and count on the American people to rally around the President. For the market's sake, we should kneel down on bended knee and pray, for the sake of the world's financial markets, that Osama bin Laden continues to remain a fugitive. Distasteful as this may sound, Clinton's strategy of throwing up distractions, the closer Judge Starr draws near to proving this emperor prances about without clothes, it is the only way from preventing a Bear Market on Wall Street.
