Actually, the government is spending a lot more than $40 million on upgrading embassy security. But in the era of the balanced budget (or any other time) it is not possible to do everything at once. If you were to make a prioritized list of all the embassies and their security problems, which is what the Department of State has done, the embassies that were blown up were pretty far down the list. You can bet the list is being reevaluated as we speak.
