I'm not sure I agree with you here. Ignoring the flip comments (I can say anything I like - just try and stop me!!! <vbg>), courts exist to decide legalities, not truth. We all have at least some idea of what was said under oath and Clinton's comments since then, and it seems fairly obvious that he lied - remember when he said that he couldn't remember being alone with Monica, and that even if they were, noting remarkable happened? These are obvious lies, even if we ignore the technical definition of sex used in the case.

Is he guilty of perjury or any other illegality? Not yet. Even if he did the deed, Clinton is not technically guilty until convicted, something that may never happen either because no crime was comitted or because it would not be politically correct to kick him when he's down.
