We have a law against targeting specific people for "elmination". Assassination is not considered acceptable, because we are worried that people will use the same tactics here. We aren't worried about military strikes, because we are confident we could retaliate with such overwhelming power that no one would be tempted to try that tactic again.

Is this a useful law? Not really - terrorists wouldn't hold back because they think assassination is uncivilized, but the law is there anyway.
