I think you missed my earlier discussion on Whitewater. Starr has decided only to submit an impeachment report to Congress on the ML matter, and not on Whitewater at all. Under these circumstances, I think it is safe to assume that Starr has put all of his eggs in the Lewinsky basket. No OIC or Congress is stupid enough to attempt to impeach the Prez twice. As for other Whitewater figures; the only one left is Hillary, and I just don't think Starr thinks he can make the case or he would have done it a long time ago. His case is pretty much done anyway. Charges against Hubbell were thrown out; Susan McDougal was freed from contempt charges by a federal judge; and James McDougal died (and besides, had completely dashed his own credibility by changing his story so many times). Why else do you think Starr closed down his Little Rock operations and announced he was going to take the job at Pepperdine. (Believe me, a man who was about to indict the First Lady or the President would not have done that).
