What do you think an impeachment proceeding is if not an indictment? Look the word up in the dictionary. It says "To accuse of a crime or other offense." Therefore if an impeachment isn't an indictment I don't know what is. Either way, the OIC will not be leading it nor will it have any involvement in it from a judicial standpoint as you want us to believe.

Let's be frank, to say that "Starr is going to file a report with Congress detailing high crimes and misdemeanors that he believes may warrant impeachment by Congress" is the most disingenuous and downright dishonest statement you have made yet. Mr. Starr has never claimed that he believes that the President should be impeached nor has he made any public statement along these lines. Neither has he made any public claims whatsoever that the President is guilty of anything. Those are your words and your beliefs only. What makes it look so bad is that at every turn the President reloads, aims down at the ground and blows a hole in his foot. He had best be careful, with that foot so firmly lodged in his mouth, well...let's not go into that.

If you are going to speak for the independent council would you be so kind as to show me where Mr. Starr has said that he believes the President warrants impeachment from Congress? At every turn the man has said in a straight forward manner that he is trying to find out the truth and that is all. If the truth hurts Mr. Clinton and gets him impeached then so be it.
