I agree with you that that is what Starr hopes to achieve, but it's not as easy as it sounds. Sex and lies and audio tape sounds really nice and clean but what happens when you get to the specifics? Was oral sex "sexual relations" as defined by exhibit 3 of the modified Paula Jones stipulation (I made that up the number.)? Was the President's questioning on Lewinsky "material" to the Jones case as required by the perjury statute? Is helping out a friend with a job interview after-the-fact obstruction of justice (if you have no proof of a quid pro quo)? Was taking gifts back from Lewinsky obstruction of justice (especially if a middle person, the secretary, did it)? There's no easy answer to these questions. There are clearer lines of attack on the lies regarding whether he was ever in the room with Lewinsky alone and whether he spoke to her on such-and-such day. But I think the Congress would have a hard time explaining to the American people why the particular lie they're going after the POTUS is about whether he was in a room with her or not. People want a straight-out lie on the very action they think is wrong. "I did not give or receive oral sex with Ms. Lewinsky" for example. But there are no such lies to make a case. I think Starr and the GOP will be in dire straits when it comes to hearings. They're going to be dragged back and forth through the mud, their approval ratings will plummet and the President's will soar. This is the calm before the storm for the GOP and I don't think they're looking forward to the next 6 months.
