How would this be different from what all of Clinton's aides and cabinet have been doing for the last seven months? (Or six years?) Seriously, though, I agree that it seems most likely that the timing of the raid was coincidental. There is political theater going on here, though; it just has to do with the President's actions, not the military's. The fact that Clinton "cut short his vacation" and flew back to DC "to be with his team," and then gave us a solemn TV speech about the incident--things that he has not done in similar situations in the past, e.g. NATO air raids in Bosnia--demonstrates how Willie is trying to capitalize on the situation as a political opportunity. It's distasteful, but it doesn't mean that the situation was intentionally created for that purpose.
