Here's a list of companies that make or are developing DWDM systems.

Ericsson, Cambrian Systems, Tellium, Osicom, Lucent (that's an interesting thought and could play into conspiracy theories), Alcatel, Pirelli, ADC Telecommunications, Uniphase, MRV.

Probably not even a complete list. One or some of these companies may benefit. This of course is just the most obvious, skimming the surface of who might come out ahead..
